This full-day course provides public safety leaders with the knowledge and tools to design and implement a sustainable succession plan within their agencies. Participants will learn how to assess organizational needs, identify leadership gaps, and create structured development pathways to prepare the next generation of leaders.

Through practical examples and proven strategies, the course covers key elements such as mentoring, coaching, job shadowing, leadership academies, and promotional preparation. A well-executed succession plan builds stability, enhances morale, and ensures continuity of leadership during times of change.

By the end of the training, attendees will have a clear framework and actionable steps to launch or refine succession planning efforts in their own organizations. This course is designed for chiefs, command staff, and mid-level managers who want to strengthen leadership capacity and position their agencies for long-term success.

Retired Chief Charles F Celano Jr is a 27-year veteran of the Tustin Police Department. As founder of Chief Leadership he has coached leaders from public safety organizations, private companies, as well as non-profits. He also has developed comprehensive leadership development programs and provided consulting on succession planning, strategic planning and workforce assessments.

Retired Deputy Chief Paul Garaven is a retired veteran of law enforcement with 30 years of dedicated service. Much of Paul’s career consisted of supervising and managing personnel across a broad spectrum. Paul also served as an adjunct faculty member of the Criminal Justice Training Center at Golden West College for more than a decade.
